The Dragon Child: Book Three of the Redaemian Chronicles [Paperback] by Bill Hand
Favorably compared with the works of Lewis and Tolkien, The Dragon Child opens with a runaway boy named Tekel befriending the last of the free dragons. He learns that the dragons have a plan to free all captive dragons no matter where they are.
The dragons have been exiled from Redaemus for a thousand years. Only the king can allow them to re-enter the kingdom.
Tekel serves as an advance emissary for the dragons in hopes that the king will grant permission for one of the dragons to return to the kingdom and arrange for the return of the others.
This is volume 3; volumes 1 and 2 were combined as The OnePrince.
